Are there lessons from the world of organised crime for the world of disorganised government? Sometimes the juxtaposition of two items in a news broadcast catapults my mind towards unusual targets. A report of yet another Government IT fiasco preceded a headline about mafia arrests in Sicily. My mind made the connection between the two stories: joined-up management. Despite the oft-vaunted remarks of Gordon Brown that “new technology” will deliver much-needed efficiencies in the Civil Service, we still see more evidence to the contrary. But will the 2.0 Enterprise be any better joined-up than its predecessors? I am not so sure. But I am looking for answers. Twelve years on and four books later, Kaplan and Norton’s Balanced Scorecard is probably the single-most successful business methodology, based on global adoption. It’s time to move our thinking forwards, by getting rid of the datacentre concept as quickly as possible. We need to start building the next generation informationcentres. If we don’t, we will find ourselves choking on a surfeit of useless data while gasping desperately for the oxygen of vital information. Continue reading article » |
