Many thanks for your words, that gives to me the opportunity to clear some thoughts. I am sorry about generalisation. It is always a bad solution to any question. I also had many friends and hard workers in the public sector, but unfortunately in my &quot;small world and network&quot; they were a minority.

What I understood at the end of the article was a management problem, and management is related with people.

Again, unfortunately many positions in public sector are fulfilled with/by political indications and not by competence or merit so, we have the results that we see.

Sorry, for the comment, but it ends again with a generalisation, but with a parenthesis, in any place we always will be able to find ethical and honest people, the proplem is statistics and who has the power of decision.

No business lunches, Christmas bonuses, or other perks.  Currently we even have to bring our own sandwiches to national meetings - the perk is free instant coffee! 

But some outside commentators see the few conspicuous exceptions, and gullible press reports to which public servants cannot reply, as the balanced truth.

It will mitigate the possibilities of some veiled manoeuvres...

We are seeing a grotesque reality show globally. That issue is not happening only in GB. I think that we will need, at least, on generation to change that status quo. That coupled we people like you highlighting that issues and developing awareness to people vote more conscientiously.
