I agree with many of your points and believe that, whatever we call this role, there is a need for all enablers of change to be brought together at Board level.  It is widely recognised that the &#039;best&#039; technical solution is worthless if the business doesnt buy into it, if their ways of working, processes, behaviours arent all aligned to deliver the benefits.  
This role needs to be accountable at board level for delivering tangible, value adding outcomes for the organisation.  To achieve that s/he will need to truly bridge the gap between business and IT, marshalling all necessary resources to achieve the results.
